Ex-Spy Chief Warns: China’s Tech Ambitions Driven by Mass Intellectual Property Theft

Former Canadian intelligence leader David Vigneault says China’s rapid technological advancement is partly fueled by systematic efforts to steal Western research. He described the scale as “industrial-level” and strategically coordinated.
He explained that China’s leadership has spent years attempting to modernize its military after witnessing the speed and efficiency of Western forces in earlier conflicts. Access to foreign innovation accelerates that modernization.
According to him, Beijing uses infiltration, cyber espionage, and recruitment schemes to strip away military-relevant components from civilian research. These are then applied directly to support the People’s Liberation Army.
Vigneault believes Western nations must recognise how their open research environments are being exploited by foreign powers operating with long-term political and military goals.
He urged academic and research institutions to adopt enhanced protections and awareness programs, stressing that the issue lies with state directives not with any ethnic community.
