In response to escalating missile attacks on Ukrainian cities, European leaders are convening in Kyiv to address Ukraine’s urgent need for enhanced air-defense capabilities and to explore strategies for increasing pressure on Russia. The summit, named the Coalition of the Willing, is spearheaded by Britain, France, and Germany, with participation from several other European leaders through remote connections. EU Council President Antonio Costa is also present to join the discussions.
As Russian missile strikes increasingly target Kyiv and other areas, causing civilian casualties and significant damage to residential buildings, Ukraine has been vocal in its requests for more air-defense systems and interceptor missiles from its allies. The need is particularly pressing as the country looks to protect its population from these ongoing threats.
During the meeting, Britain is anticipated to voice its support for Ukraine, while France is expected to take steps towards establishing local production of the long-range SCALP missile. Additionally, France has committed to supplying more interceptor missiles to bolster Ukraine’s air-defense network, a crucial component of the country’s defense against Russian aggression.
President Volodymyr Zelenskyy of Ukraine has highlighted a decline in the delivery of Patriot interceptor missiles. In 2023, Ukraine received 675 of these missiles, but only 364 are projected for 2025, with even fewer, 264, expected in 2026. With winter approaching, Ukraine is aiming to acquire at least 300 interceptors to enhance its defense capabilities during potential escalations in conflict.
Ukraine’s reliance on advanced Western air-defense systems is critical as it confronts the challenge of intercepting Russian ballistic missiles, which are notoriously difficult to counter. European allies are actively seeking solutions to increase the supply of these essential defensive tools while simultaneously maintaining diplomatic and economic pressure on Moscow.
