Vietnamese Party General Secretary and President Tô Lâm has emphasized the need for a stable yet adaptable legal framework to foster investment, economic growth, and technological advancement while addressing new challenges. Speaking in Hà Nội during a meeting focused on institutional improvement and law enforcement, Lâm advocated for laws that provide clarity on the rights and obligations of individuals and businesses, while being versatile enough to accommodate scientific advancements, innovative business models, climate change, and international integration.

Lâm underscored the importance of aligning lawmaking with enforcement, suggesting their success should be evaluated based on their ability to remove barriers to administration and investment, cut compliance costs, unlock resources, and protect the legal rights and interests of citizens and businesses. He called for a thorough review of current legal documents, especially those that impede investment, production, and business activities, and urged authorities to address challenges impacting the reformed state apparatus and the exercise of citizens’ rights.

Looking to the future, Lâm outlined goals for Vietnam’s legal system, including setting measurable targets by 2030. By 2045, he envisions a modern legal framework reinforced by digital data and artificial intelligence, supported by a professional and transparent judicial system. He also stressed the need for stronger accountability in the implementation of laws and policies, suggesting that each policy should distinctly identify responsible agencies, necessary resources, implementation conditions, and expected outcomes.

Lâm further recommended that authorities prioritize preventing violations and managing risks over punitive measures. He advocated for digital transformation and data-based governance to enhance compliance, decrease administrative costs, and streamline the resolution of civil and commercial disputes.
