Vietnam Leader Urges Completion of Institutional Reforms by 2026

Vietnam’s Central Steering Committee for Institutional Perfection and Law Enforcement, chaired by Tô Lâm, is aiming for substantial advancements in institutional reforms, administrative streamlining, and the modernization of legal frameworks by the close of 2026. At its inaugural meeting in Hanoi, Tô Lâm underscored the necessity for government agencies to achieve concrete outcomes rather than merely symbolic gestures. He stressed that progress should be assessed through the completion of legal documents, simplification of administrative procedures, resolution of legal hurdles, and the establishment of clear leadership accountability.

Senior leaders such as Lê Minh Hưng and Trần Thanh Mẫn were present at the meeting where Tô Lâm directed ministries and agencies to start implementing the committee’s findings promptly. He also stressed the importance of setting up monitoring systems and regularly reporting on task completion, any delays, and challenges that may need higher-level attention. The committee identified several key priorities, including bolstering the state economy, enhancing conditions for foreign investment, reducing administrative burdens, combating urban air pollution, and revising the criminal procedure framework.

Regarding foreign investment, the committee highlighted the necessity for competitive policies to encourage technology transfer, research and development, workforce training, green transformation, and digital innovation. It called for improved oversight of strategic investors and enhanced regional coordination to attract foreign capital effectively. In addressing urban air pollution, the officials proposed adopting an outcome-based approach to air quality management, supported by advanced environmental monitoring systems, stronger early-warning mechanisms, and clearer accountability for pollution sources.

The committee advocated for making administrative reform a continuous responsibility rather than a temporary initiative, emphasizing the need for reliance on post-inspection oversight and risk-based governance over excessive pre-approval requirements. On the judicial reform front, officials are considering amendments to the Criminal Procedure Code aimed at balancing effective crime prevention with fairness, asset recovery, and support for socio-economic development.
